Integrating Eco-Friendly Practices into Halal Tourism: A Stakeholder Analysis from Banyuwangi, Indonesia

Abstract

Purpose: This study aims to develop a comprehensive framework for integrating eco-friendly practices into halal tourism in Banyuwangi, Indonesia. It seeks to identify the key drivers, barriers, and operational mechanisms for creating a sustainable and competitive halal tourism destination that aligns with both Islamic principles and environmental sustainability goals.

Design/methodology/approach: A qualitative case study design was employed, utilizing in-depth interviews and focus group discussions with key stakeholders, including government officials, tourism business operators, religious leaders, local community representatives, and environmental activists. Data were analyzed using thematic analysis to identify critical patterns and insights.

Findings: The research reveals that successful integration is contingent upon three core pillars: (1) synergistic multi-stakeholder collaboration that bridges policy and operational gaps, (2) the strategic operationalization of local wisdom as a mediator between religious values and environmental conservation, and (3) the adoption of technological innovations for enhancing traceability and operational efficiency. A significant barrier identified is the perceived high cost and operational complexity for SMEs in adopting dual standards, which can be mitigated through targeted policy support and innovative financing from Islamic financial institutions.

Originality/value: This study presents a novel "Halal-Green Synergy Model" that conceptually and operationally unites the principles of Maqasid al-Shariah with Sustainable Development Goals (SDGs) in a tourism context. It provides an empirically-grounded framework tailored to the unique socio-cultural and environmental context of Banyuwangi, offering significant value for policymakers, destination managers, and scholars in the fields of sustainable and Islamic tourism.
